Abstract

UK net zero policies employ a diverse mix of instruments—including subsidies, carbon pricing, regulation, and technology support—to prompt sustainable business transformation across sectors such as manufacturing, energy‐intensive industries, and housing. Studies note that these policies support clean technology innovation, knowledge spillovers, and job creation, particularly through strategic industrial initiatives and blended finance. However, several papers describe the UK approach as fragmented, with sector-specific disparities (for example, challenges in integrating sustainable technologies in housing and unequal support in energy-intensive sectors) that can dilute overall impact.

By contrast, research on European policy models reveals that coordinated mechanisms—such as unified carbon pricing schemes, the European Union Emissions Trading System, and targeted incentive funds in countries like the Netherlands, Denmark, and Germany—yield more consistent decarbonization outcomes. For instance, benchmark revisions in the steel sector have translated to emission reductions of up to 15%. In summary, while UK incentives drive significant innovation and investment in select industries, the evidence suggests that a more harmonized policy mix, as seen elsewhere in Europe, can offer enhanced and more uniformly distributed transformation outcomes.
